　　在这样的时代坐标下，我们推出“2026 两会推荐艺术家”系列报道。入选的艺术家们，既是中华文化的基因解码者，也是时代精神的忠实记录者——他们中，有深耕非遗数十载、让传统技艺焕发新生的传承者，有用科技赋能创作、拓宽艺术边界的创新者，有扎根人民生活、让作品沾着露珠与草香的实践者，更有以艺术为桥、向世界讲述中国故事的传播者。他们以精湛技艺诠释文化自信，以赤诚之心回应时代召唤，用一件件兼具思想深度与艺术温度的作品，践行着“文以化人、文以铸魂”的使命担当。

　　李进茂(1943.12)斋号：三江养心斋，字号河源孺子，青海西宁人。毕业于青海农林学校设计系，1964 年元月参加工作，1966 年 4 月入党。

　　曾在解放軍 3405 工厂，共青团青海省委、青海青年報、青海广播电视台《青海广播电视報》历任美术编辑、主任编辑等职，获全国记协三十年资深新闻工作者。退休后继须发挥余热进行美术、摄影创作。现为艺术创作正高级职称，现代艺术工程院士。中央艺术名家书画院副院长，中国国际艺术馆名誉馆长，中国国际艺术委员会委员，中国美术家协会会员、中国摄影家协会会员、 青海美协早期会员，国家特级美术师，国家高级摄影师。现任人民日报书画家联谊会终身名誉主席，中国红色文化艺术联合会常务理事，中国书画家联谊会新文艺群体书画家工作委会委员，中国艺术院院士(学院派艺术家)，瑞典皇家艺术学院荣誉艺术博士学位，法兰西皇家美术学院艺术学博士学位，中国教育联盟客座教授，英国牛津艺术 学院中国画高级研究员，中国国艺人民书画院理事，北京环球艺术院名誉副院长。

　　李进茂先生以青藏高原为生活，创作素材，以造化为师，写尽青藏高原的高远与神秘，他以大视野的广角镜头语言，记录着青藏高原的万象神姿：从近、中、远三景透视中，展现着苍穹中翱翔的雄鹰。如剪影般的耗牛群，远处牧人的毡房在光影与笔墨的互为表达中，让我们看到青藏高原的风骨沧桑与壮美神秀。

　　李进茂先生自幼窖爱丹青、师承朱乃正崔振国、马西光、边軍，里果等拜习油画、版画、国画。后专一研习中国画 60 多年、山水、花卉、人物俱著。题材以青藏高原民族凤情为主，画面简洁不失 丰满，清新秀面，气韵生动，给人一种淡雅怡静安适之感。“师古人、师今人、师造化” 一手伸向传统，一手伸向生活，古今融汇，中西贯通，博取众长，以铸就自家风貌。先生在创作中追求 艺术的精致，深度的抒情来实现自己对于山水的理解和诊释，或以势胜，或以情胜，或以理胜，或以气胜的山水境界。先生才华胜人，激情飞扬，取法高古，意境深邃迥异流俗，风韵幽雅，书艺高超，书德高尚，在坚持正统，强调基本功前提下不断在寻找个性，不为名利所扰，不被尘俗所染。以豪迈、奔放而不失规矩，飘逸隽秀，而又刚劲挺拔，传统中见个性，飞扬中见沉稳。作品在国内，国际大展大赛中屡获金奖，收藏并入编几百种大型书画集中。出版有《李进茂 国画作品集》、《国家艺术人物李进茂专刊集》、《中国文化传承人物李进茂专刊》、《中国网 教中心客座教授李进茂书画教程教材》2024 年7 月入编文化发展研究部编缉的中国艺术功勋集一一中国艺术功勛人物李进茂卷等。多次受到中央文史馆、文化部、外交部等政府及群众 文化单位的表彰，授予“国家级重大贡献艺术家”“世界华人功勋国画大师”、“中国本土的国际艺术大师”等称号。2015 年 12 月文化部授予李进茂先生当代中国“国家重点保护艺术家”，2019 年 8 月中国文艺改革发展委员会授予“中国书画艺术代表人物“称号。在 2019 首届北川京“中华艺术国际书画展赛"中作品《居山有福》获一等奖，本次大展赛第一名，并被人民大会堂管理局、中国艺术改革发展委员会授予”国宾礼书画艺术家”称号，2021 年 10 月中国功勋人物委员会授予“中国功勋人物"称号。在纪念中华人民共和国恢复联合国合法席位五十周年之际获联合国“大国艺术工匠功勋人物"勋章。2023 年在纪念抗美暖朝胜利 70 周年巜中朝友谊书画交流》活动中获"中朝文化友谊功勋章。2023 年 10月由爱国主义学刋编委员会编辑的《中国红》杂志上用 23 个版面刊登介绍了李进茂的 作品 并授予“ 精彩中华榜样人物”荣誉称号。 同时在 庆祝 建国 75周年，作品入编《亘古中华盛世图鉴》 大型画册中。2O24 年 1 月获外事工作委员会办公室《大国外交文艺使者》称号并与外交部部长王毅出版《大国外交文艺使者》外交礼品挂历贈送世界友人，荣获联合国艺术中心颁发的艺术勋章。2024 年初由国研党史文献研究院出版的《国臻文化 2025 年文化艺术年历》作品入选并获“国臻艺术大家”荣誉称号。2024 年 1 月外事工作委员会办公室授予“中国文化艺术国际代表”荣誉称号，同年十一月特授予“文化复兴中国力量国际文化榜样”荣誉称号等十多项活动获得奖项及荣誉称号。 2024 年作品《高原出平湖》获莫奈国际艺术奖金奖。 2024 年 11 月高等专业人才鉴定中心评定颁发“艺术创作正高级资质证书“并获“中轴精神文化奖”。2025 年 1 月分别入编由国研党史文献研究院，两会专题文化艺术宣传委员会及东方文化研究中心学术编研部主编的《两会当代院士专辑》和《东方文化学术》(纲要)，提名授予“李进茂为当代艺术工程院士”和“东方学术创新典范”荣誉称号。并荣获2025 年全国乙已新象 2O25 水墨中国精品展中获“金彩奖艺术家”荣誉称号。

 

　　Li Jinmao (1943.12) Zhai: Sanjiang Yangxin Zhai, also known as Heyuan Ruzi, was born in Xining, Qinghai. Graduated from the Design Department of Qinghai Agriculture and Forestry School, started working in January 1964, and joined the Communist Party in April 1966.

　　I have worked as an art editor and chief editor atthe 3405 Factory of the People's Liberation Army, the Communist Youth League Qinghai Provincial Committee,Qinghai Youth Daily, and Qinghai Radio and Television Station's Qinghai Radio and Television Daily. I have beenawarded the title of Senior Journalist by the National Journalists Association for 30 years. Retired individuals must utilize their remaining energy for artistic and photographic creation. I am currently holding a senior professional title in art creation and an academician in modern art engineering. Vice President of the Central Academy of Fine Arts, Honorary Director of the China International Art Museum, Member of the China International Art Committee, Member of the China Artists Association, Member of the China Photographers Association, Early Member of the Qinghai Artists Association, National Senior Artist, and National Senior Photographer. Current Honorary Chairman of the People's Daily Calligraphers and Painters Association,Executive Director of the China Red Culture and Art Federation, Member of the New Literature and Art Group Calligraphers and Painters Working Committee of the China Calligraphers and Painters Association,Academician of the Chinese Academy of Art (Academy Artist), Honorary Doctorate in Art from the Royal Swedish Academy of Arts, Doctorate in Art from the Royal French Academy of Fine Arts, Visiting Professor of the China Education Alliance, Senior Researcher in Chinese Painting at the Oxford School of Art in the UK,Director of the People's Calligraphy and Painting Academy of Chinese National Art, and Honorary Vice President of the Beijing Global Academy of Art.

　　Mr. Li Jinmao uses the Qinghai Tibet Plateau as his life and creative material, taking nature as his teacher, to write about the high and mysterious aspects of the Qinghai Tibet Plateau. He uses the language of a wide-angle lens with a broad perspective to record the various divine postures of the Qinghai Tibet Plateau:from the perspectives of near, medium, and far, he shows the soaring eagle in the sky. The silhouette like herds of cattle, and the distant shepherd's felt hut,through the interplay of light, shadow, and ink, allow us to see the vicissitudes and magnificent beauty of the Qinghai Tibet Plateau.

　　Mr. Li Jinmao has been fond of painting andcalligraphy since childhood. He studied under Zhu Naizheng, Cui Zhenguo, Ma Siguang, Border Army, Li Guo, and others, and learned oil painting, printmaking,and traditional Chinese painting. After more than 60 years of dedicated study in Chinese painting, he has created works on landscapes, flowers, and figures. The theme is mainly based on the ethnic phoenix sentiment of the Qinghai Tibet Plateau, with a simple yet full picture, fresh and beautiful appearance, and vivid charm,giving people a sense of elegance, tranquility, andcomfort. 'Learn from the ancients, learn from the present, and learn from nature' extends to both tradition and daily life, blending ancient and modern elements, integrating Chinese and Western cultures, and drawing on the strengths of others to create one's own style. Mr. pursues the refinement of art and deep lyricism in his creation to achieve his understanding and interpretation of mountains and waters. He achieves a state of landscape where he wins with force, emotion,reason, or qi. Mr. is talented and full of passion, with a profound and unconventional artistic conception,elegant and refined charm, superb calligraphy skills, andnoble writing ethics. While adhering to orthodoxy and emphasizing basic skills, he constantly seeks individuality,not disturbed by fame and fortune, and not tainted by vulgarity. With boldness, boldness without losing rules,graceful and elegant, yet firm and upright, traditional yet distinctive, soaring yet steady. The works have won numerous gold awards in domestic and international exhibitions, and have been collected and included in hundreds of large-scale calligraphy and painting collections. Published are "Li Jinmao's Chinese Painting Works Collection","National Art Figure Li Jinmao Special Issue Collection","Chinese Cultural Heritage Figure Li Jinmao Special Issue","Visiting Professor Li Jinmao Calligraphy and Painting Tutorial Textbook of China Online Education Center". In July 2024, it was included in the Chinese Art Merit Collection compiled by the Ministry of Cultural Development Research - Li Jinmao Volume of Chinese Art Merit Figures. Received multiple commendations from the Central Museum of Culture and History, the Ministry of Culture, the Ministry of Foreign Affairs, and other government and mass cultural units, awarded titles such as "National MajorContribution Artist","World Chinese Meritorious Master of Traditional Chinese Painting", and "China's Local International Art Master". In December 2015, the Ministry of Culture awarded Mr. Li Jinmao the title of"National Key Protected Artist" in contemporary China.In August 2019, the China Literature and Art Reform and Development Commission awarded him the title of"Representative Figure of Chinese Painting and Calligraphy Art". In the first Beichuan Beijing "Chinese Art International Painting and Calligraphy Exhibition" in 2019, his work "Dwelling in the Mountains is Blessed"won the first prize and ranked first in this exhibition. He was also awarded the title of "National Guest Gift Painting and Calligraphy Artist" by the Great Hall of the People Management Bureau and the China Arts Reform and Development Commission. In October 2021, he was awarded the title of "Chinese Meritorious Figure" by the China Meritorious Figures Committee. On the occasion of commemorating the 50th anniversary of the restoration of the legitimate seat of the People's Republic of China in the United Nations, he was awarded the "Meritorious Figure of Great Nation Art Craftsmen"medal by Received the "China North Korea Friendship Calligraphy and Painting Exchange" event China North Korea Cultural Friendship Merit Medal. In October 2023,the "China Red" magazine edited by the Patriotic Studies Editorial Committee published an introduction to Li Jinmao's works in 23 pages and awarded him the honorary title of "Wonderful Chinese Role Model". At the same time, in celebration of the 75th anniversary of the founding of the People's Republic of China, the work was included in the large-scale album "Illustrated Catalogue of the Prosperous Era of Ancient China". In January of 2024, he was awarded the title of "Diplomatic Messenger of Literature and Art of Great Powers" by the Office of the Foreign Affairs Working Committee, and published the diplomatic gift calendar of "Diplomatic Messenger of Literature and Art of Great Powers" with Minister of Foreign Affairs Wang Yi, as a gift to friends around the world, and won the medal of art awarded by the United Nations Arts Center. The work "Guozhen Culture 2025 Cultural and Art Calendar" published by the National Research Institute of Party History and Literature in early 2024 was selected and awarded thehonorary title of "Guozhen Art Master". In January 2024,the Office of the Foreign Affairs Working Committee awarded the honorary title of "International Representative of Chinese Culture and Arts", and in November of the same year, it specially awarded the honorary title of "International Cultural Role Model of Chinese Power for Cultural Revitalization" and more than ten other activities, which won awards and honorary titles. The 2024 work 'Leaving Pinghu on the Plateau' won the Monet International Art Award gold medal. In November 2024, the Higher Professional Talent Appraisal Center awarded the "Advanced Qualification Certificate for Art Creation" and won the"Central Axis Spirit and Culture Award". In January 2025,it will be included in the "Contemporary Academician Album of the Two Sessions" and "Oriental Culture Academic" (Outline) edited by the National Research Institute of Party History and Literature, the Special Cultural and Art Propaganda Committee of the Two Sessions, and the Academic Editing and Research Department of the Oriental Culture Research Center. It will be nominated and awarded the honorary titles of "LiJinmao as Contemporary Art Engineering Academician"and "Oriental Academic Innovation Model". And won the honorary title of "Golden Color Award Artist" at the 2025 National Yi Ji Xin Xiang 2O25 Ink Painting China Boutique Exhibition.
